Role and functions of the State Council for Educational Research and Training (SCERT) – Kashmir Reader

The National Education Policy (1986) recommended the creation of a State Council for Educational Research and Training (SCERT) in each State for the decentralization of the education, research and training functions of quality. SCERT offers educational strategies, programs, instructional programs and assessment methodologies to the state education department. Although SCERTs generally follow guidelines established by NCERT, states have a great deal of freedom in the implementation of the education system. Fortunately, J&K UT also, albeit belatedly, created its SCERT after merging the two former Jammu and Kashmir state education institutes in September 2020.
The main function of SCERT is to provide academic resource support to the education department and the assessment board; in our case, the J&K Board of School Education. The SCERT is to support various programs that include in-service teacher training, the development of appropriate materials for teachers and students, and the conduct of research studies on issues related to school education in the state.
SCERT must make a significant contribution in the field of school training in general and teacher training in particular. It must play a pioneering role in the field of initial and in-service training of teachers and other stakeholders. In addition, it should provide academic support to the Ministry of Education in formulating planning policies and procedures. Its other functions are the development of curriculum materials of various types, namely textbooks, supplementary material, teachers’ manuals, textbooks and modules, audio and visual material, etc.
The mission of SCERT is to improve the quality of school education by improving attitudes, increased application of knowledge and improving the pedagogical skills of teachers. In addition, it has the vision to become a leading institute in resources, research, educational technology and skills development in the field of teacher education.
The following approaches have been adopted by various SCERTs in India in order to achieve their goals and objectives:
Function as a state-level research and development institute by providing advice, support and assistance to the State Department of Education in its efforts to improve the quality of primary and secondary education and teacher training.
Identify and resolve areas of difficulty in learning and teaching.
“Develop and cultivate tolerance and inclusion as hallmarks of school education.
? To explore and develop new methods and techniques for effective teaching.
Respond quickly to changes in content, methodology and assessment to empower teachers and other education officials to effectively address student issues.
? Along with the professional growth of the human component, the development of quality teaching-learning materials and undertaking research are some of the important driving tasks to achieve the goals of quality education and a system. responsive educational.
? Develop, publish and disseminate teaching and learning materials in the form of textbooks, textbooks, question banks, documents, etc. in print and e-TLM format in order to improve the quality of school education.
Use Information and Communication Technologies (ICT) up to the maximum level.
Although SCERT, J&K is still in its infancy, it cannot afford to slow down and fail to meet the demands and expectations for which it was created.
